Prepare the mashed potato according to the instruction, add milk, salt and butter. Fry minced meat in a pan at medium heat, mix frequently and shake off the oil (fat). Add beef broth, vegetables and mix everything well. Simmer at medium heat for about 5 minutes.
Put everything into a baking form, top with the potato mass and bake it for 30 minutes.
